Audit Guidelines Guidelines are those issued by the Comptroller and Auditor General for carrying out the mandate. These are generally on professional matters especially on emerging and important areas of audit or accounts. The guidelines are to be consistent with the Regulations on Audit and Accounts and are to be followed by the audit officers and accounts officers. (CAG’s Regulations on Audit and Accounts 2007)
Bankability The ability of a project to generate sufficient cash flows, bearing in mind the risks associated with the project, to repay its financing.
BOOT -Build Own Operate and Transfer Is a form of PPP contract, similar to a BOT. The difference is that the infrastructure is owned by the private sector for the concession contract period (ownership is transferred at the concession hand over / reversion)
BOT -Build Operate Transfer The private sector finances, builds and operates a new infrastructure facility or system according to Government performance standards. The operations period is long enough to allow the private company to pay off the construction costs and realise a return on investment. The public sector retains ownership of the infrastructure throughout its life (both the concession period and beyond) and becomes both the customer and the regulator of the service

Concession The right including the exclusive right, licence and authority granted to the private partner or a consortium or Joint Venture Corporation(JVC) formed by the parties to the Agreement, by the Government or a public sector partner under the relevant Agreement to construct, operate, and maintain the project for a mutually agreed period ( concession period) commencing from an appointed date and to receive grant, annuity at predetermined levels and or to collect user charges, tariff or toll as may be for providing services from the project.
Concession agreement/contract An agreement or contract made between a host government and a project company or sponsor to permit the construction, development, and operation of a particular project, through which the government is delegating its monopoly or other unique rights
Concession hand-over / reversion After the concession period, the concession company hands over all the facilities and equipments to the government investor without any additional payments
Concession period The duration over which the private sector will operate the service/asset. The asset is handed back to the government authority in a pre-agreed condition at the concession handover/reversion date
